Mr. Paul is an Inter-Island Ferry sailor grobo living in the harbour of Citadel Island. He is responsible for operating the ferries sailing from Citadel Island to Desert Island, as well as conducting passengers' tickets upon boarding.
During the storm at the beginning of Twinsen's Odyssey, Paul takes cover in his house. When Twinsen comes in, he hears from him that all maritime service is cancelled until the end of the storm. Later, when the storm is over, Mr. Paul conducts Twinsen's ferry ticket, and sails the ferry taking him from Citadel to Desert Island and back.
